May,is the peak season in the hills.You can do Kufri,Chail,Naldhera,Mashobra keeping your base at Shimla.If you are enthusiastic you can go to Narkanda,keeping 2 days for local Shimla.

It would be better if you opted for a package from Delhi.Catch A.P. Express and reach Delhi.From Delhi you could either take a taxi to Shimla and return in the same at around Rs.10/- per km. for an Innova and min.of 200kms running per day.This would be a tad expensive and a better option would be the Shatabdi Express to Kalka.From Kalka,Shimla is just 80kms.Hotel packages are at M.A.P. rates.Lots of options from 2 star to 5 star.
