Clipper loung before or after baggage claim?

I have a 9 hour layover in the Delhi airport, but will be switching airlines before flying on to Nepal. I am planning to stay in the international terminal and would like to use the Clipper Lounge as recommended here. Can anyone clarify if the lounge is before or after baggage claim? (I%26#39;ll need to grab my luggage since I%26#39;m switching airlines for the flight to Nepal)
